To install the cars unzip the file (using a decompression such as winzip) to your NASCAR Racing 3 directory (usually - c:\papyrus\nascar3). Then load up the game, click on 'Driver Info' then 'Player Info'. Select the 'Paint Shop' from this screen then click 'Import'. Say yes to import team colours etc. You should now be able to drive an ASCAR!
